What "Blocked" Means
Engineering can build ALL the infrastructure (database tables, API routes, admin UI, tests) without your input. What we cannot do is:
- Set scientifically valid default values for rubric fields
- Define scoring methodologies that we can defend
- Choose statistical tests and minimum sample sizes
- Design assessment items (SJTs, cognitive tests)
Your input provides the content that fills the infrastructure we've built.
Deliverable Format
For each phase, we need:
- Config field values — the actual text/numbers for rubric fields
- JSON configs — complete default configurations for database seeding
- Decision answers — yes/no on specific design questions
